  17. <p>    Republican strategists were breathing a little easier last
  18. week after state legislator Craig Thomas won a special election
  19. in Wyoming, called to fill the congressional seat vacated by
  20. Dick Cheney when he became Secretary of Defense. In two prior
  21. contests to fill House vacancies that had cropped up since
  22. George Bush won the White House, the G.O.P. had come up
  23. embarrassingly empty-handed.
  24. </p>
  25. <p>    Since Wyoming had not elected a Democrat to Congress since
  26. 1976, a Thomas defeat would have been especially painful for
  27. the G.O.P. The high symbolic stakes made for a vituperative
  28. campaign. Thomas' supporters spread a false rumor that his
  29. Democratic opponent, State Senator John Vinich, had filed a
  30. falsified report about an automobile accident. Vinich may have
  31. blown the race with exaggerated ads accusing the Republican of
  32. being soft on crime.
  33. </p>
  34. <p>    Having finally won one, Republican leaders insist that the
  35. momentum from Thomas' victory will help them regain control of
  36. the House in 1990. But the Democrats' 260-to-175 advantage
  37. among incumbents seeking re-election, more than 90% of whom can
  38. count on winning, seems to make that a hollow claim.
